* Participatory urban planning is essential
Urban planning with participation of people, stakeholders and community (called participatory planning) has developed spontaneously since 1960s and first known in the anglo-saxon countries as “Advocacy planning”1. This is a result of critical opinions about previous urban planning methods through scientific works and objections of the local associations that they “expect to have right to observe and check planning decision-making
systems on a basis of reasonable manner” [3].
